The Oxford English dictionary from England is the only reliable one. The american dictionaries have some inaccurate and meaningless defintions for many words.
If you want a dictionary recommending that translates from your own language to English and vice-versa you would to name your language.
If you want a recommendation for an English-language dictionary then there is only one option to recommend and that is the Oxford Dictionary.
There are two main standards for English. Most of the world uses the Oxford dictionary, and the Webster one is used in the USA, and by those using American English.

Merriam Webster is probably the best. It is an American English dictionary. Brits occasionally spell things funny, or wrong even (then they complain, on this American website, that Americans are the ones who spell things incorrectly. Oh the irony, ya gotta love it!)
The Oxford English Dictionary. It is a huge multi-volume work but there are reduced versions such as the Shorter Oxford, the Concise Oxford and the Pocket Oxford English Dictionaries. The Oxford is a magnificent work but if you are interested mainly in the meanings rather than the origins and usages of words, get the Concise Oxford English Dictionary. American dictionaries do not spell words correctly and are often inaccurate.
