Breast milk is healthiest for babies, it is easily available and Free.
Of course they won't get dehydrated. It's plain water you generally shouldn't give a newborn, not liquids. They get plenty of liquids with breast milk or formula.

Obviously they don't but when my daughter was born in 1979 we gave, I think it was a bottle of 2oz formula or breast milk followed by 2oz boiled cooled water and it never done her any harm

A developing baby would need milk form the mother. The mothers milk has everything inside for the babies health so he can be very healthy, strong, and get fat, develop way better and have less defects when having access to mamas milk. Water would not be quiet right for a growing new born, they need all the fixins from milk.

No. Formula and breast milk contain water, and newborns receive all the hydration they need from that. Giving newborns water can actually be harmful, because they fill up on water and don’t get the nutrients (fat, calories, etc.) that they need from formula or breast milk. In rare cases, infants can get very sick from drinking water because it dilutes the electrolytes in their blood, which is very dangerous or even deadly.
What makes you think babies aren't allowed to have water? Babies ARE allowed to have water, in addition to their meals. You're not ever going to find a doctor who says not to give water to a baby.
