Sure, but it won't necessarily count for much - vet school is medical school, basically, and a vet tech program might not expose you to the hard science you need to pass vet school exams. You might have to start from scratch in a pre-vet program.
Yes, you can but how you manage it will depend on the veterinary medical program you want to enroll in. Some vet schools require a bachelor's degree for application while others do not. If the program you wish to enroll in doesn't require a bachelor's degree, you can earn an associates degree in veterinary technology and then complete the other pre-requisite courses for application to vet school. If it does require a bachelor's degree, you can earn a bachelors degree in veterinary technology. There may be a few pre-requisite courses that are not required for a BS in veterinary technology that are required for vet school that you may have to pick up as individual courses.
