It's mostly the NATO and U.S troops in those places, but why not Israelis also

during the first iraq war, the usa under bush senior begged israel not to fight 'cause if israel entered the war, all of usa's arab allies would leave...
iraq kept attacking - daring israel to retaliate - specifically so it could claim that the war was about israel and then recruit any anti-israel forces to fight against the usa...

during the buildup to the second iraq war,
israeli representatives met with bush jr... repeatedly to beg him not to start the war...
israel was completely opposed to it 'cause the tension between iran and iraq stabilized the arab world...
all the current crap about iran's nuclear buildup is a direct result of the end of iraq's power...

afghanistan began as a purely american war --
the usa wanted the afghani government to extradite bin laden, and the afghanis refused...
the war was started to get him...

as someone mentioned above, israel is not a member of nato
and again, if israel entered any war where islam is a factor,
it would complicate the dynamics between the usa and its allies...

so -- generally - the usa does not want israel to help...
(same in syria)

but finally --
israel is under an ongoing military attack on its heartland...
so - spreading the army thin would just be tragically stupid...
